On 6-7 July 2017, the III Strategic Forum “Transport Systems of Russia”, which gathered the leading experts of the transport sector, took place in Moscow. ]
The Forum was intended to elaborate consolidated proposals of the market participants for the purposes of the Russian transport infrastructure development. The event was organized by the National PPP Center under the auspices of the Russian Ministry of Transport, Federal Road Agency and AVTODOR State Company. Stroyproekt Engineering Group was among the Forum partners together with VTB Capital, T-1 Group, Herbert Smith Freehills and Autobahn Company.
During the first day, the participants discussed current approaches to launching transport investment projects, major trends of transport projects implemented based on PPP agreements, issues of pre-design financing, PPP prospects in the new fields of the transport sector, investment repayment mechanisms and the last changes in the Federal policy regarding the PPP market.
Aleksei Zhurbin, General Director of АО Institute Stroyproekt (as an expert), and Alexander Boutovski, Deputy of the General Director for Strategic Business Development (as a discussion moderator), took part in the round table dedicated to PPP-based transport projects implemented in the regions and launching of new projects. According to Mr. Zhurbin, “the current trend in the road construction is starting to shift from major Federal projects to regional ones. It is caused by the urgent need of the regions to improve transport infrastructure and by the fact that all necessary legal mechanisms are available for implementation of such projects given the Federal support”. Mr. Zhurbin also suggested that certain changes should be included into the Town Planning Code of Russia in order to introduce a concept of “investment feasibility”.
The Forum also included a stress-test “Prospective transport projects of 2017. In search of potential partners”. Mr. Boutovski delivered his report as one of the experts. Participants from different regions including Saratov Region, Khanty-Mansi Autonomous Region (Yugra) and Samara Region presented the projects of bridge crossings, highways and photo/video fixation systems.
Victoria Kalinina, Head of Transport Planning Division (AO Institute Stroyproekt), conducted a master class on forecasting transport flows for PPP-based projects. During the second day of the Forum, Stroyproekt specialists participated in the education program.
